The term 'retaliatory driving' (보복운전) began to emerge as a social issue around 2014-2015. Although this driving behavior existed before, it gained widespread public attention in the 2010s as the proliferation of dashcams (black boxes) allowed its reality to be recorded on video and reported by the media. From this period, 'retaliatory driving' was no longer seen as a mere driving act but as a serious criminal offense, becoming a major social issue.

Retaliatory driving refers to intentional driving acts aimed at threatening other vehicles or drivers. It is a type of aggressive driving, specifically referring to cases where the cause is retaliation for a dangerous act committed by the victim against the perpetrator. Retaliatory driving differs from reckless driving, which arises from mere personal pleasure or carelessness, in that it involves a deliberate intent to cause harm (an accident) to the other party. Legally, a car is already treated as a weapon, so retaliatory driving is considered a serious crime, equivalent to brandishing a knife and threatening someone on the street.

This term is widely understood across all demographics as it pertains to a general social issue.
